"BIOSOLIDS PROCESSING AND ODOR CONTROL" Attending this years NEWEA Specialty Conference is a "must" for all knowledgeable wastewater practitioners. The conference will be held in Hartford, CT, on NOVEMBER 3, 1999. The program, prepared by the Residuals Management Committee, has created so much interest that it is co-sponsored by such prestigious organizations as the Metropolitan District of Hartford, the Connecticut Water Pollution Abatement Association and the New England Biosolids & Residuals Association. The morning conference lectures will be held at the Chowder Pot IV Restaurant, which is directly adjacent to the large Hartford Water Pollution Control Facility. Following lunch, various specific plant tours will be provided by occasionally knowledgeable, however, friendly and gracious staff. The first three lecture series will focus on the unique Hartford Water Pollution Control Facility. The presentations will include the integrated approach to the upgraded solids handling system, along with 2dissertations on the evolution the comprehensive odor control program. The latter three lectures will feature current biofilter maintenance practices and experiences throughout New England, the Connecticut Sludge Study including beneficial reuse in the state, and finally an update on the National Biosolids Partnership, with the latest on the 503 Regulations. Join us in sharing our trials, tribulations, experiences and successes. See you in Hartford, on November 3, we will be looking for you!!!!!! |

RE: Public Hearing Regarding Proposed Changes to the Current
Operator Certification Regulations.
A public hearing will be held at the Department of Environmental Protection office building, 79 Elm Street, Hartford, CT, (3rd Floor), Russell Room on Wednesday September 15, 1999 starting at 10:00 am, regarding the proposed changes to the current wastewater operator certification regulations. This hearing is open to all interested parties who wish to have comments heard prior to the formal adoption process for the proposed regulations. The proposed regulations have been drafted and redrafted numerous times over the last few years with the assistance of the Certification Advisory Committee (CAC). Our thanks are offered to all past and present members of the CAC who have worked diligently to produce this document. |

NEWTOWN PLANT TOUR A thank you goes out to the Town of Newtown for allowing the CWPAA to tour Newtown"s WPCF on June 24, 1999. The First Selectman Herb Rosenthal welcomed the CWPAA members to The Town of Newtown. Mr. Fred Hurley, Director of Public Works, spoke about the overall sewerage project and some of the site constraints imposed due to the archaeological findings dating back 5000 years. I was a beautiful day. Ron Jennings of PSG described the operation of the denitrification process. Ron and his staff had the plant spotless and provided with the assistance of Fuss & ONeill, the Towns Engineer, a very successful and informative day. Newtowns WPCF has been consistently achieving BOD and Suspended solids in the single digits; during the season, phosphorous concentrations of less than 1 mg/l by the addition of alum, coliform counts of less that 10 colonies using ultraviolet disinfection, and total nitrogen concentrations of less than 8 mg/l with its EIMCOCarrousel oxidation ditch with integral pre-anoxic tank. The CWPAA would also like to thank Fuss & ONeill (thanks George) for setting up the tour. |

ENVIRONMENTAL & TOXICOLOGY PROGRAMS Gateway Community Technical College is offering courses on Environmental and Toxicology for the fall semester. These course lead to either: certification by the CT. DEP as a Wastewater Treatment Plant Operator, certification by the Dept. of Health Service as a Water Treatment Plant Operator or the receipt of an Associates Degree in Environmental Toxicology and Science. All courses are boing offered Gateways North Haven Campus conveniently located immediately off Exit 12 of I-91. The campus is within an hour drive of more than 75% of Connecticut. | OPERATORS
CHALLENGE
If at first you dont succeed, try, try, again. This is
the attitude of the "The Sound Hounds" from the Groton City WPCF, and of the
"Stamford Bafflers" from the City of Stamford WPCF. Ours hats are off to both
teams for the terrific effort in this years Operators Challenge held at Newport, and we
are looking forward to seeing both teams back again next year to have another go at it.

| STRATEGIC
PLANNING MEETING
An issue of major importance is on the table for the
membership of the Connecticut Water Pollution abatement Association. A day long strategic
planning session was held July 15 at the Vernon WPCF. The intent of the session was to
determine exactly where the Association has been and where is was headed going into the
year 2000 and beyond.
It was felt by the Board that to prevent becoming stagnant and to continue moving forward, there was a need to reevaluate our present position and direction. On the basis a Strategic Planning Committee was put in place to develop the Associations plan. The session was attended by members of the Board of Directors, representatives from the Connecticut DEP and operators from various plants. Kirk Laughlin and Charles Conway of the New England Interstate Water Pollution Control Commission facilitated the session. The goal was to develop our Mission statement, establish a Vision Statement, and to review what the Association was doing for the membership and discuss how we could better serve the membership. Discussion covered topics from restructuring of the Board of Directors to better represent and serve the membership, streamlining of committee functions and better defining committee functions. Revised term limits for board positions were reviewed and additional positions are under considerations for the board. The committee went to great lengths to stay in tune with the original intent of the Association as formulated in 1966 to function primarily as an operators association. |
