NPDES Issues Meeting

Here is a brief summary of the NPDES Issues Meeting which was held on April 15, 1998.

A total of 35 people attended the NPDES Issues Meeting. Twenty were Permittee holders. Information on the Long Island Sound initiative was presented as well as info, on the Water Quality Regulations and C12 regulations. Peter Gross from Fuss & O’Neill presented an update on the L.I.S. problems and the trading which is supposed to take place. There are issues with the “ONE SIZE FITS ALL” approach for the sound. Preliminary costs were presented for each municipality. The costs are for Capital Investment, not O&M.

John Hall presented information on the Metals and C12 situation. The present program does not follow the Clean Water Regulations. John presented solutions to repairing and providing a better program for both parties.

A main thrust of the meeting was to discuss what we can do about bringing the regulations into focus. Bob Dusza presented a plan for the CWPAA to have NPDES Permittees form a coalition to help effect the changes that are needed in the program. This will require money and it was proposed to have permittees sin on at $200/permitted flow, with a minimum of $200 for those 1 MGD or less.

CERTIFICATION EXAMINATION: TEST DATE: WEDNESDAY JULY 15,1998. Applications must be postmarked or received at the address show below no later than Monday June 15, 1998 by 4:30 pm. No applications will be accepted after this date.

There will be no acceptance of applications through phone calls or fax. Applications will be accepted anytime starting in April and up to June 15. There will be a $70 application fee. Enclose your check payable to the DEP-POTW Exam with the application.

OPERATOR TRAINING SEMINAR:

"BIOLOGICAL NITROGEN REMOVAL USING THE ACTIVATED SLUDGE PROCESS"

Studies have determined that decreasing nitrogen loadings from wastewater treatment plants will have a beneficial effect on Long Island Sound’s water quality. Many plants in Conn. have already implemented biological nitrogen removal. Others will be required to in the future. The CT DEP is sponsoring this seminar for plant operators who would like to gain an understanding of the fundamentals of biological nitrification and denitrification and how to operate a plant for nitrogen removal. For those already operating nitrogen removal facilities, it is an opportunity to learn more about process control and troubleshooting for optimizing nitrogen removal.

This seminar will cover:

  • Forms of nitrogen and the nitrogen cycle

  • Impacts to nitrogen on the water environment

  • Nitrification fundamentals

  • Denitrification fundamentals

  • How to achieve nitrogen removal in an activated sludge process

  • Operating and troubleshooting biological nitrogen removal facilities

  • Case studies of operating nitrogen removal facilities

  1. Located off Exit 40 (Rt. 20, Bradley Connector) of 1-91;
  2. follow Rt. 20 West 1.7 miles to the exit for Rt. 75;

  4. turn left onto North Perimeter Rd (see sign for the CT Fire Academy);

  2. From Merritt Parkway southbound, take Exit 52; follow Rt. 108 signs; by exiting Parkway, turn left off ramp over Merritt Parkway; stay to the right following Rt. 108 South (Nicholas Aye) to light; turn left at light onto Rt. 108 South; at the second light on Rt. 10S turn left onto Hawley Lane.
  3. From 1-95, take Exit 27A (Rt. 8 and 25); follow Rt. 8 to Exit 8; turn left off ramp; turn right at first stoplight onto Rt. 108 (Nicholas Aye); turn left a first stoplight onto Hawley Lane.
  4. From Hartford, take 1-91 South to Exit 17; follow Rt. 15(Wilbur Cross - Merritt Parkway); take Exit 52; follow Rt. 108 signs; by exiting Parkway, stay left off ramp over Merritt Parkway; stay to the right following Rt. 108 South (Nicholas Aye) to light; turn left at light onto Rt. 108 South; at the second light on Rt. 108, turn left onto Hawley Lane.

SAFETY CORNER

OSHA T14S Here are 3 simple tips that are OSHA violation

  • You must provide sufficient access and work space for all electrical equipment 600 volts or less to permit ready and safe operation and maintenance. Ref: Std 191 0.303(g)(1) and Table S-i for listing of the working clearances. If a person is working on an electrical source, he must have an unimpeded escape route if something were to go wrong.
  • You need G.F.C.I. (Ground Fault Circuit Interrupter) protection if you are within 6ff. from a water source. Also available is a short extension cord with a G.F.C.I.. This could only be used as a temporary usage.
  • Check your extension cord for missing grounding pin and replace. Ref: 191 0.304(f)(4)
