  	DEP Update Meeting on Regional Sludge Facilities A briefing was held February 3, 1998 at the DEP by Bob Norwood. Approximately 60 people attended, representing the major sludge processors in Connecticut and many municipalities. The main reason for the meeting was to explain that some parties have expressed an interest in building more sludge processing capability in the state (Bridgeport, Stamford, MDC, Mattabassett) and to explain how Bob proposed to address these requests. The DEP response to these proposals is two-fold: Any party can build new capacity if they go through all the permit requirements. DEP may provide Clean Water Fund grants and loans for new or expanded publicly owned sludge facilities, but only up to the amount of additional capacity that is shown to be needed for the state's sludge.

Bob proposed addressing these issues by forming a committee of sludge haulers and processors (and other interested parties). These participants will be expected to supply data to help update the 3 regional sludge studies, including current sludge generation rates and facility capacities. The committee will then review proposals for capacity extensions, to help determine which, if any, should be selected for DEP funding. A committee sign up sheet was posted, and the first meeting will be held February 25, 1998. Mike Bisi volunteered to represent CWPAA.

Other discussion included:

• Other residuals need to be addressed (grit, screenings, and possibly alum sludge).
• Backup capacity is a key issue to be addressed (perhaps a landfill could play a role).
• Impact of sludge being transported in and out of Connecticut needs to be considered.
• Sludge transport between plants will impact nitrogen loadings to Long Island Sound.
• A DEP General Permit for beneficial use of sludge/biosolids is still many months away. Norwood pointed out that the additional capacity proposals are all thermal processes.
