New China contract

BLACK & VEATCH TO IMPROVE WASTEWATER AND SOLID WASTE MANAGEMENT FACILITIES IN LIUZHOU , CHINA

Shanghai, China (January 11, 2006) – Black & Veatch announced today that it has signed a contract to work on a four-year consultancy program to improve urban environmental management in Luizhou, the industrial center of the Guangxi Zhuang Zu Autonomous Region in China. Implementation of the Liuzhou Environmental Management Project will help land and water resources in the city recover from environmental degradation by improving wastewater management and treatment, transfer and collection of solid waste, and public lavatories.

"This contract is a direct result of Black & Veatch’s successful performance on the Guangxi Urban Environment Project, which is based in the two other urban centers in the Region,” said Black & Veatch Business Development Director Yanhua Wang. “Because of our successes on the project and our reputation for implementing similar World Bank-funded projects throughout China , the client could see the advantages and value that the company will bring to this assignment.”

Funded by a loan from the World Bank, along with contributions from various levels of the government of China , the project will be executed by the Project Management Office of the Liuzhou Environment Management Project.

Liuzhou has a population of approximately 1.5 million and is the second largest city and the industrial center of the Guangxi Zhuang Zu Autonomous Region. An increasing population is placing the city’s urban infrastructure under stress, and the Liujiang River which acts as the principal water source for Liuzhou is heavily polluted as a result of untreated industrial and municipal drainage discharges into the river. The lack of clean and well-run public lavatories is also a concern in the city, affecting development, posing health risks, and adversely affecting the quality of life of those that live within the city. Solid waste operations are also faced with challenges, Liuzhou currently produces about 1,000 tons of municipal solid waste per day, with a rise of 40 percent expected in the next five years. The current landfill site is full and whilst a new site has been commissioned this will present the city with waste transportation challenges, which will require the construction of waste transfer stations and collection stations.

Black & Veatch will be responsible for providing consultancy advice on design review and construction supervision for this long-term urban environmental services improvement program which will include the construction of four wastewater treatment plants ranging in capacity from 25,000 to 150,000 m³/day (7 to 40 million gallons per day), a municipal solid waste transfer station, 42 waste collection stations, and just over 60 public lavatories. The project also includes a creek rehabilitation project, procurement of waste hauling and sanitation trucks and related repair equipment. The project is scheduled for completion in 2009.
